The MCIEL was formed in 1958 and registered initially as a house-building society under the Bombay Cooperative Act’1925. However, character of the Society was changed to Industrial in 1962 and model bye-laws meant for Cooperative Industrial Societies were adopted and got registered. The Estate was handed over about 106.04 acres of industrial land on the north of Rohtak Road by Delhi Administration for construction of infrastructure like roads, sewer, storm water drains and carving industrial plots, as per approved lay-out plan vide an Agreement dt. 12-07-1966.
Initially the response for membership was not encouraging but as the development work progressed and the infrastructure was gradually getting visible, more and more entrepreneurs became interested in becoming members of the Society. First draw of lots amongst the members for allotment of industrial plots was conducted by Hon’ble Union Minister, Sh. K.K. Shah on date.
The Estate had to put strenuous efforts to get the lists of membership cleared from Registrar, Co-operative Societies, Delhi and Land & Building Deptt. Delhi Administration, Delhi. The Estate submitted its layout plan for sanction in December, 1966 to the Town Planner, MCD Delhi. However, it was revealed in April, 1967 that the land allotted to the Estate was earmarked for extensive industries in the Master Plan whereas the layout plan was for light industries. Subsequently the land use was revised to medium and small industries. After passage of the case through various cumbersome stages, necessary sanction was conveyed to the Estate in the middle of January, 1969.
The main efforts of the Board of Directors had primarily been hinged around the clearance of membership lists and development of Estate. The development of Estate was completed around 1975 and the services of Estate like road, sewer line etc. were handed over to MCD in December,1975. Meanwhile the Govt. Of India enacted the Urban Land & Ceiling Act, 1976 wherein only plots measuring 500 Sq.mtrs were permitted to be leased-out to the members. The then management of this Society contacted the other four cooperative societies in Delhi and a joint effort was made to get the clearance increased from 500 to 1000 Sq.mtrs. in the initial stage. Later on the concerted efforts of all the four societies resulted in the increase of ceiling to 2000 sq.mtrs. Thereafter, the execution of sub-leases was started in the IInd half of 1977.
In accordance with the policy decision of land and building Deptt. Delhi Administration, Delhi (Urban Land ceiling Cell), it was decided to allot the plots under Section-23 of Urban Land (ceiling and regulation) act 1976 and execution of Sub-leases for plots measuring upto 1000 sq. Meters The industrial plot holders measuring over 1000 sq.meters were required to submit individual applications for the proposed industrial units and needed to be examined on individual merits and decided accordingly. This was a matter of great hardship to the industrial estate and their members at large. The most striking factor was that this industrial Estate had completed the development of land comprising basic services like roads, sewerage, storm water drains and water supply system much before the enforcement of Urban Land (Ceiling & Regulation) Act’1976 and the amount involved in the procurement and development of land was substantially huge.
However, after persistent and continued pursuance of the matter at various levels, the ceiling of industrial plots under urban Act was repelled subject to individual recommendations being verified.
At present, we have 279 plots and the activities in the plots are spread over from selling cars, manufacturing auto-components, plastic wares, electrical equipments and foot wears etc. The Society is dedicated to looking after the general welfare of the Indl.units, such as Security and their problems pertaining to roads, sewerage and drainage etc. are adequately addressed through concerned authorities. It is also helping them to have their plots converted by DDA from lease-hold to free-hold.
